My '97 windshield looks OK until the sun or approaching headlights hit it just right; then all the imperfections show up. Think the P.O. must have driven through some heavy sandstorms. You have to ask yourself, it is worth the effort? Probably more cost effective to replace it. Spent plenty of time -- no luck at all. I think glass polish is not working on a hard glass like windshield. I've done it before, though not on anything modern.
