When I lived in VA up thru 2006 I had no problem with passing the VA
emissions tests with my 93 TT MT when it was stock. I'm not sure but I
don't think there was any 'configuration' inspection (n I had a friendly
station do it) but just in case I had all the new plumbing powder coated to
look stock when I replaced the twins with a single at 225K mi. Never got
the chance to 'test' the inspection in VA because I moved to NC while the
work was going on.
