[mkiv] starter problem

List,
I've got a strange issue with my starting system. The car starts fine in
the morning but if I turn off the car within the next 5 minutes and try to
restart it I get nothing...the clock and radio system dims like it's trying
to pull current but I get no noise and the starter doesn't try to turn. If
I let it sit for a few hours it starts right up. I've cleaned the battery
terminals and I've tried a new battery to no avail. I noticed that I'm
getting 12.5V between the starter terminal and the block even when I'm not
trying to start the car. Shouldn't voltage only be applied to the starter
terminal when the relay closes? If I pull the relay there's no voltage to
the starter terminal. I pulled the relay and it's open across the
appropriate terminals according to my dmm but when I plug it back in the
volage reappears at the starter terminal....
Any help is much appreciated!
